Caterpillar C-7 longer engine warm up periods starting

We have several inquiries into longer than normal engine start up times . Once warmed up engine operation
run out fine. There has been a  information technical bulletin in 2006 indicating temperature regulator for
all engine serial numbers not operating properly. Problem found temperature regular ( part number 115-4223 )
Start to open at 172 to 181 F and full temperature open regulator at ( 201 F ) which would keep temperature
cooler and longer warm up time.

Cooling system temperature regulator replacement ( part number 115-4223 ) the same part number but
Improved to operate at warmer temperature. The open temperature of new regulator starts at ( 187 to 192 F )
and full opening at ( 207  F ). This again covers all engine serial numbers.

The water temperature regulator that failed in a partially open position that can cause overheating or over
cooling of engine. Excessive overheating could result in cracked cylinder head or pistons seizure problems.
Temperature regulator that fail in the open position will operate engine temperature too low causing build up
of excessive carbon buildup inside of cylinders. This could  result in accelerated wear piston rings and
