Thoughts on RV Travel During the COVID-19 Pandemic
It would be difficult for any of us to have not formed an opinion on what each of us think and feel about how our lives have been and are being impacted by COVID-19, and especially so when we think of
RV travel. Is RV travel permit-
ted by local rules? If I do travel,
will the regulations of each
state we pass through allow
travel? If we get to our destina-
tion and somehow, the whole
country is placed on lock-
down, how do we get home?
With all of today’s talking
heads, the politicization of all
aspects of American lives, we
are confronted with often con-
flicting and inaccurate information. So how do we address the question of RV travel?
Never have state and federal powers been tested to the extent that we are seeing today. The federal government’s power is limited in certain circumstances. According to the
American Bar Association, “...the Commerce Clause, which gives Congress exclusive authority to regulate interstate
and foreign commerce, the
federal government has broad authority to quarantine and impose other health measures to prevent spread of diseases from foreign countries, as well as states although that has never been affirmed by the courts. Also, the federal Public Health Services Act authorizes the secretary of Health and Human Services to lead fed- eral public health and medical responses related to public health emergencies.” The ABA
  further stated “Under the U.S. Constitution’s 10th Amend- ment and U.S. Supreme Court decisions over nearly 200 years, state governments have the primary authority to control the spread of dangerous diseases within their jurisdictions. The 10th Amendment, which gives states all powers not specifically given to the federal government, allows them the authority to take public health emergency actions, such as setting quarantines and business restric- tions.” That guidance helps us understand why we must look to the states for guidance when making travel plans.
Never before has it been so important to have a well thought out travel plan before embarking on your adven- ture. In 2021, RV campgrounds are expected to book up farther in advance. Following the advice of beginning with the end in mind, work backward from your ultimate destination. Will it be open and will you be welcome when you want to travel? Will all of the campground facilities be available? It is recommended that you call and check for openings and any restrictions.
