Bylaws and Standing Rules Update Committee Report and Proposal
As previously reported, the Bylaws and Standing Rule Committee was tasked with updating our governing documents. Rod Kenly chaired the committee along with Patrick Vance and Jack Hauswirth. Unfortunately, Jack passed away before the Committee completed its work to offer revisions to both the Bylaws and Standing Rules to:
- Move the annual business meeting so that it will take place during the Summer rally preceding FMCA rather than during FMCA;
- Revise officer position descriptions as necessary to facilitate the elimination of the office of VP Inventory and to consolidate the VP Membership office into the duties to be performed by the Treasurer, and,
- Allow all members to vote in all elections by mail or email. At present, only those in attendance at a given meeting could vote. Votes received by using a link in an email will be included with those cast during the business meeting. Additional information about how email balloting would work starting with the 2017 Business Meeting should the proposed changes be adopted.
Bylaw Changes
In addition to revisions made to various sections of the governing documents incorporate the changes noted above, a new Article IX was added to the Chapter Bylaws as mandated by FMCA rules; this change is not subject to Diesel RV Club member approval:
“ARTICLE IX – GOVERNING BOARD
FMCA GOVERNING BOARD: If the national director cannot attend the Governing Board Meeting, the alternate national director may serve in his/her place. In the event that neither the national director, nor the alternate director can attend, a temporary delegate may be elected or appointed by the chapter president to represent the chapter for the next Governing Board Meeting only. “
